PUBLIC COMMENT:
Micaela Bogi raised concerns regarding the Battery Storage Ordinance. She has talked to the developer regarding the proposed 29 acres near Radka Road and Covell Road as well as potentially additional land closer to Dundee Azalia Road between Radka and Lafler Road. Main concerns around potential fire and effects on neighboring households. Also, effects on the Karst Geology should contamination occur. Developer may schedule “Open House” type meeting in Spring 2027 should they move forward
SCHEDULED BUSINESS:
- Report/review from Ad HOC Committee: Micaela Bogi, Chair, provided a recap of the last Ad Hoc meeting. There was an idea of a public survey to be developed with regards to the Master Plan. Current concerns around lack of community participation. They have also set up a Google Docs folder to document lists of concerns and ideas for both the Master Plan and Data Center Ordinance. Next AHC meeting set for 7/1//2026. Unsure of date for next open meeting.
- Battery Storage Ordinance Review/Update: Chair Rogers provided document with Township’s Lawyer’s comments on proposed ordinance. Travis Horkey discussed most of the comments were to make the ordinance more “readable”. However, the need to add the language around ground and surface water monitoring should be added in Section 3. Also questioned the need to include the size of the facility in section 1, according to the Lawyer’s comment as that is addressed in Section 5 should the facility fall under PA233. Intent of the ordinance is to include all sizes of Battery Storage Facilities. George Salebien brought up the “Community Host Agreement” section as to whether this was a one-time fee or annual. Discussions were had around this and would like to see this potentially annual fee for all sizes of facilities. Chair Rogers to send list of questions to Lawyers for review and feedback.
- Master Plan Review Update: Chair Rogers had a meeting with Township Planner, Lucy. Lucy is certified and in Chair Rogers opinion, did what was asked of her during last Master Plan review – update data and zoning maps. Chair Rogers also presented a proposed Public Survey to get feedback from the township residents, especially since the last public meeting on the Master Plan was 26 years ago. Good discussion around intent, expectations and need for the survey. Chair Rogers will present the survey to the Township Planner and Lawyer for feedback and recommendations. Chair Rogers is scheduled to meet with Village Planner to align any potential issues between Township and Village Master Plans
- Data Center Ordinance Review/update: Chair Rogers stated the moratorium on the data center ordinance is in place. Travis Horkey stated he continues to develop language for the data center ordinance. Currently waiting on public comments with Ad Hoc committee. Document showing email exchange with Township lawyers was shared regarding the use “PILT” (Payment In Lieu of Tax) option. Lawyers stated the wasn’t a mechanism to enforce such a payment.
- Building Permits: Dennis Kolar provided Building Permit report for YTD permits.
NEW BUSINESS: None
PUBLIC COMMENT:
Nancy VanDevelde addressed concerns around the Battery Storage Ordinance, specifically fires – which cannot be put out – evacuation plans, fire department training and who bears the costs of these items. Provided EPRI (Electric Power Research Institute) as a resource website. Also, mentioned the need to review Battery Disposal procedures
Micaela Bogi addressed concerns regarding Battery Storage ordinance. Stated ground water testing should be done monthly due to the unique Karst Geology. Also concerns around property damage/reimbursements should issues arise at a Battery Storage Facility
Kathy Coppens addressed concerns regarding water testing and consequences associated with the contaminated water. Also, concerns regarding evacuation plans for neighboring properties as well as the school. Plus, the ordinance should address any sales of the facilities from one business to another
