JUNE 9, 2026 REGULAR MEETING MINUTES
A Regular Meeting of the Dundee Township Board was held Tuesday June 9, 2026. Supervisor Charter called the meeting to order at 7:00 p.m. All present recited The Pledge of Allegiance.
Present were Trustees: Alana Horkey, Ken Jaworski, Timothy Miles, Gary Lazette, Supervisor Ronald Charter, Clerk Karla Ziesmer, and Treasurer Lisa Ost. Clerk Ziesmer did roll call.
- Treasurer Ost moved to revise the agenda by adding discussion regarding Township website authority and maintenance under New Business, moving Public Comment to follow New Business. Trustee Horkey seconded. Motion carried.
- Trustee Jaworski moved to approve the Regular Meeting Minutes held on of May 26, 2026, and waive the reading of such. Treasurer Ost seconded. Motion carried.
- Treasurer Ost moved to approve the March 2026 Treasurer’s report. Trustee Lazette seconded. Motion carried.
- Treasurer Ost moved to approve the March 2026 Treasurer’s report. Trustee Horkey seconded. Motion carried.
CORRESPONDENCE:
- Supervisor Charter moved to accept DTE Case No. U-21891 and place on file. Supported by Treasurer Ost. Motion carried.
- Trustee Horkey moved to accept DTE Case No. U-22109 and place on file. Supported by Treasurer Ost. Motion carried.
OFFICIAL REPORTS

BUILDING DEPARTMENT: No report at this time
FIRE DEPARTMENT: Department remains busy and understaffed. Seven members of our fire department are currently attending statewide training.
TREASURER LISA OST: Summer tax bills will be sent to the printer on June 12, 2026, and mailed during the first week of July.
TRUSTEE GARY LAZETTE:
- Reported issues with gravel screenings in the rear parking lot causing maintenance concerns and damage to cleaning equipment. Stated that quotes are being obtained for new gravel on portions of the rear parking lot.
- Presented Resolution 2026-5 censuring Trustee Timothy Miles for the unauthorized publication and distribution of a township employment announcement. Roll call vote: Trustee Horkey (yes), Trustee Jaworski (yes), Trustee Miles (Abstained), Trustee Lazette (yes), Supervisor Charter (yes), Treasurer Ost (yes), Clerk Ziesmer (no). Resolution 2026-5 adopted.
CLERK KARLA ZIESMER: Preparations are underway for the August 4, 2026 Election.
TRUSTEE TIM MILES: Reported creation of a community photo gallery section on the Township website and encouraged residents to submit photographs highlighting community events and history.
TRUSTEE KEN JAWORSKI: A trail camera was discovered at Oak Grove Cemetery. The Township will post notice requesting removal by the owner. If not removed, the Township will remove the camera and store it at Township Hall.
TRUSTEE ALANA HORKEY: No report at this time.
SUPERVISOR CHARTER: Provided information regarding a Water District Field Day scheduled for June 15, 2026, at Horky Brothers Farm and invited board members to attend.
OLD BUSINESS: None at this time
NEW BUSINESS:
- Ordinance Officer Position: Discussion was held regarding the resignation of Ordinance Officer Nathan Ruitz and the interest expressed by former Ordinance Officer Tim Duby in returning to the position.
Trustee Jaworski moved to offer Tim Duby the Ordinance Officer position under the following terms:
$27.00 per hour, three hours per week, mileage reimbursement, monthly phone stipend, office space and equipment, liquor control duties and ordinance review as time permits. Trustee Lazette seconded. Roll call vote: Trustee Horkey (yes), Trustee Jaworski (yes), Trustee Miles (no), Trustee Lazette (yes), Supervisor Charter (yes), Treasurer Ost (yes), Clerk Ziesmer (no). Motion carried.
- Communication with Developers: Supervisor Charter moved that official Township communications with developers or potential developers of large-scale projects be conducted only through the Supervisor, Treasurer, or Clerk. Treasurer Ost seconded. Motion carried.
- Planning Commission Resignation: Trustee Horkey moved to accept the resignation of Bill Plumb from the Dundee Township Planning Commission. Treasurer Ost seconded. Motion carried.
- Planning Commission Appointment: Supervisor Charter moved to appoint Jason Delmotte to the Planning Commission. Trustee Horkey seconded. Motion carried.
- Resolution 2026-6 – Road and Bridge Millage Renewal: Trustee Horkey moved to adopt Resolution 2026-6 approving ballot language for a 1.0 mill road and bridge millage renewal to be placed on the November 3, 2026 General Election ballot. Treasurer Ost seconded. Roll call vote: Trustee Horkey (yes), Trustee Jaworski (yes), Trustee Miles (yes), Trustee Lazette (yes), Supervisor Charter (yes), Treasurer Ost (yes), Clerk Ziesmer (yes). Resolution 2026-6 adopted.
- Michigan Township Association Dues: Supervisor Charter moved to renew Township membership with the Michigan Township Association in the amount of $7,537.54. Treasurer Horkey seconded. Motion carried. Trustee Jaworski opposed.
- Township Website Authority: Supervisor Charter moved to limit website editing authority to the Clerk and Treasurer, with deputies authorized to act at their direction. Trustee Horkey seconded. Motion carried.
- Website Maintenance: Supervisor Charted moved to discontinue website maintenance services provided by Miles Management Consultants and authorize Clerk Ziesmer to seek bids for website maintenance services. Treasurer Ost seconded. Motion carried. Clerk Ziesmer opposed.
PUBLIC COMMENT:
- Kristy Svatek-Whitson, candidate for Monroe County Drain Commissioner, who introduced herself and outlined her qualifications.
- Micaela Bogi provided updates regarding proposed battery storage facilities and karst geology concerns.
- Jenna Morse, current Monroe County Drain Commissioner and candidate for election, who introduced herself and provided updates regarding drain easement recording activities and public outreach.
Additional board comments: None at this time.
Trustee Horkey moved to pay bills dated May 27, 2026, in the amount of $22,134.24. Treasurer Ost seconded. Motion carried.
Trustee Horkey moved to pay bills dated June 4, 2026, in the amount of $14,601.80. Treasurer Ost seconded. Motion carried.
Supervisor Charter motioned to adjourn the meeting at 8:03 p.m. Treasurer Ost seconded. Motion carried.
The next Regular Township meeting will be June 24, 2026, at 7:00 P.M.
